The Ministry of Foreign Affairs, the Ministry of
Unification, the Ministry of Justice, and the
Ministry of National Defense jointly announced
that they welcome the March 28 report presen
ted by the United Nations Office for Human
Rights in North Korea, dealing with enforced
disappearances and abductions by North Korea, under the theme of “Wounds that will not heal.”
The report describes the current status of forced disappearances and abductions by North Korea, the back
ground of enforced disappearances such as abductions, and the economic, social, and psychological diffi-
culties experienced by the victims. In addition, it recommends that North Korea acknowledge the occurrence of enforced disappearances, implement measures to stop the violation, promptly repatriate the kidnapped
victims, establish full responsibility for the crime of enforced disappearances, and comprehensively compen-
sate the victims.
The South Korean government urged North Korea to take necessary steps to implement the recommen-
dations of this report and to expand cooperation with UN human rights mechanisms.
The South Korean government welcomes this report by the UN Office for Human Rights in North Korea, and hopes that the report will contribute to raising the international community's interest in the poor human rights situation in North Korea and the issue of enforced disappearances by North Korea.
