뉴스노믹스 전상천 기자 | 근로기준 위반으로 벌금 500만 원 이상의 형을 선고받고 3년간 체불임금사업주로 명단이 공개 중인 고용주는 앞으로 그 기간 중에 외국인 근로자 고용이 제한된다. 법무부는 외국인 근로자의 인권을 보호하기 위해 임금체불·노동안전 법령을 위반한 고용주의 외국인 초청을 제한하는 '출입국관리법' 시행규칙 제17조의3 일부 개정안을 마련해 이날부터 40일 동안 입법예고한다고 밝혔다. 이번 개정안은 지난 2월 전남 나주시 외국인근로자(E-9) 지게차 사건을 계기로 지난해 9월 2일 대통령 주재로 열린 제40회 국무회의에서 마련키로 한 '외국인 노동자 임금체불 대책'의 후속 조치다. 이는 임금체불로 벌금형 선고를 받았거나 노동안전 법령을 위반해 처벌받은 고용주에게 현행 규정의 입법 미비로 외국인 근로자 초청 제한이 어려웠던 문제를 해소하기 위해 마련했다. 아울러 위반 고용주에 대한 비례성과 형평성을 고려해 개별 사안별로 제한 기간 여부를 달리 정할 수 있도록 예외 적용 조문도 마련했다. 먼저, 현행 규정상 금고 이상의 형에 한정돼 있던 초청 제한 요건을 확대한다. 뉴스노믹스 전상천 기자 | 풀뿌리희망재단은 오는 12일까지 고유가 피해지원금 나눔연대 ‘함께회복’ 공익기부 캠페인을 펼친다고 8일 밝혔다. 이번 캠페인은 지난해 진행한 ‘함께회복’ 민생회복 소비쿠폰 나눔연대 캠페인에 이어 진행된다. 풀뿌리희망재단은 이주민(노동자, 동포, 유학생 등) 차별•배제에 반대하며, 나의 고유가 피해지원금의 일부를 나눔으로 연대한다고 선언했다. 재단은 지난 3월 국가인권위원회가 경제 위기 극복을 위한 지원금 사업에서 외국인 지급 대상 범위를 점진적으로 확대할 필요가 있다는 의견을 표명했다. 그러나 이러한 권고에도 불구하고, 고유가·고물가로 인한 국민 부담 완화를 위해 시행된 고유가 피해지원금 대상에서 또다시 다수의 이주민이 제외됐다. 또한 충남 도내 고유가 피해지원금을 받지 못하는 비전문취업, 고려인 등 재외동포, 방문취업 외국인은 7만여 명에 달한다. 이 가운데 절반을 넘는 4만1000여 명이 천안·아산에 거주하고 있다. 재단은 "고유가와 고물가의 부담은 국적을 가려 찾아오지 않는다"며 "지역에서 함께 일하고, 세금을 내고, 우리의 일상과 경제를 함께 지탱해 온 이웃들이 위기의 순간마다 반복해서 배제되어서는 안된다"고 주창했다.. 앞
